Abstract

Institutions offering distance learning programs continue to increase.  Partnerships between regional, national, and international organizations continually develop and play significant roles in developing distance education concepts and implementation methods. The partnership is essentially to share experiences and to position their programs. This brings experts, policy makers, and practitioners into the exchange of ideas. Incorporating the advances of technology of communication and information (ICT) into the partnership in distance programs increases achievement of education development in general. It is believed that collaborative partnerships, social network strategies, and the innovative in ICT are the key issues for the successful adoption of ICT for the development. Referring to the case of Universitas Terbuka (UT) may represent some practices on ICT-based partnership development for distance education. It appears that reaching higher quality of services and satisfaction is critical issues for the ICT-based innovation in distance education. Further researches in this aspect may challenge wider partnerships among ODL institutions.
