Abstract
Open and distance learning has undergone significant developments and shifting of paradigms. Further it has gained improved acceptability by its stakeholders, whose needs are changing dynamically. This paper addresses brief accounts of current developments of open and distance learning (ODL) and its enhanced status and image in the existing educational system in Indonesia. It begins with the discussion on the historical and technological developments of ODL and the introduction of e-Iearning into the ODL system. Then, stakeholders' views of ODL are addressed, focusing on its roles in the existing educational system, its strategic values, and stakeholders' perception of the ODL system. The paper also shares experiences of UT in establishing the image of ODL in Indonesia through implementation of quality assurance system. The UT image is established through continual improvement, involving international accreditation and consistent application of quality management system based on the ISO principles. The quality image of ODL must be assessed and stated by the credible and independent accrediting bodies, such as the International Council for Open and Distance Education (ICDE) Standards Agency (ISA) and the International Organization for Standardization ( ISO). for further recognition by the stakeholders. The ultimate goal of quality assurance is to ensure that the distance education institution can meet the students' needs and expectations.
